Can I Take Housing Allowance as My Entire Salary?

The short answer is yes, in theory, a church can designate up to 100% of a minister's salary as a clergy housing allowance, but that does not mean the entire amount will be tax free. The IRS sets limits that often cap the actual exclusion below your full pay.

What the Housing Allowance Really Is

A clergy housing allowance (also called a parsonage or rental allowance) is a portion of a minister's pay set aside for housing costs, and it is excluded from federal income tax under Section 107 of the tax code. It is a tax exclusion, not extra income added on top of your salary, so it simply lets you pay income tax on less of what you earn.

Why 100% Designation Usually Falls Short

Even when a church designates your whole salary, the IRS limits your actual tax free amount to the lowest of three figures:

  • The amount your church officially designated in advance.

  • The amount you actually spent to provide your home (rent or mortgage, utilities, furnishings, repairs).

  • The fair market rental value of your home, including furnishings and utilities.

So if your housing costs and fair rental value are less than your full salary, the leftover portion becomes taxable income and must be reported. Designating everything does not magically make everything tax free.

A Catch Many Pastors Miss

The income tax exclusion does not apply to self-employment tax. Unless you have properly opted out, your entire salary, including the housing portion, is still subject to SECA tax, so the allowance saves you on income tax but not on Social Security and Medicare.

  • Does the designation have to happen in advance? Yes. The allowance must be set by your church before payment, never applied retroactively.

  • Can I just set it sky high to be safe? You can set it generously to avoid leaving expenses uncovered, but anything above your actual costs or fair rental value gets added back as taxable income.

The allowance also cannot exceed reasonable compensation for the services you actually provide.
